The hearing panel have today released their decision on Plan Change 99, which was an application to change the zone for 13 Cresta Avenue / 96 Beach Haven Road from Single House Zone to Mixed Housing Urban Zone, which would allow higher density to be built.
The Panel have APPROVED the decision. But they have also approved a Precinct Plan for the site which will ensure that the developer can only build more than 1 dwelling per parcel IF all of the water and wastewater infrastructure is in place to support the development.
So this means that we could end up seeing a future proposal for 72+ dwellings like was proposed a few years ago, however resource consent cannot be approved until the infrastructure is in place. Currently Watercare aren’t proposing to upgrade the infrastructure in the area until 2035-2040+, but we’ll have to wait and see if that gets brought forward. The developer has previously proposed to pay for an upgrade of the wastewater themselves.
Another condition for any future development is that the accessway to Beach Haven Rd be pedestrian-only. The Panel did not agree to include a requirement for a pedestrian crossing on Beach Haven Rd.
